The Department ofPublic Finance, School of Economics and Finance ofXi’an Jiaotong University, is one of the earliest departmentsestablishedin national key comprehensive universities. The major of finance originated from the former Department of Economics of Northwest University and the former Department ofPublicFinance of ShaanxiInstitute of Finance and Economics, the latterwas merged into Xi' an Jiaotong University in 2000.So far, the departmenthas a history of more than 70 years. In the latest double first-class discipline evaluation, the applied economics discipline of this major has won the double first-class A-discipline. The department has the onlypublicfinance doctoral program in the Northwest region. At present,the department has 13 full-time teachers, including 5 professors, 4 associate professors, 4 lecturers and 10 full-time teachers with doctoral degrees. In order to meet the training needs of applied talents, the department ofPublicFinance employs external 10adjunct professors. In recent years,the department hasdeveloped rapidly,forming apublicfinance teaching and researchgroup, such as publicfiancé research direction leading by DengXaolan and SongLiying taxation research directionleading byLi Xiangju,and financial management research directionleading by WangJunxia and LiBin, etc.Since 2000,thedepartment teaching staff haspresided more than 300 all kinds of scientific research project, including more than 20 national scientific research projects,50provincial research projects, andmore than 200 horizontal research project.Moreover, the department haspublished more than 400 academic papersonFinance and TradeEconomics,PublicFinance Research, Taxation Research, Reform,Modern Economic science, etc. What’s more, the department has publishedmore than 30 English papers on foreign authoritative journals, such as Energy Economics, European Accounting Research, International Review of Financial Analysis, Asia-Pacific Journal of Accounting & Economics, Chinese Management Studies, Energy Economics, Energy, Ecological Indicators, Journal of Management Science and Engineering, etc. In addition, the departmenthas published more than 40 textbooks and won many provincial and ministerial awards.
According to the goal of building a world-class renowned universityofXi'an Jiaotong University, the development ofpublicfinance attaches equal importance to undergraduate and graduate education. The main enrollment direction of undergraduates ispublicfinance (including taxation), and the enrollment direction of postgraduate is divided into two categories: academic master (publicfinance)and professional master (taxation). Academicmaster covers three research directions: fiscal policy and system, taxation theory andapplication, and public investment and financing. Professional master mainly recruits master of taxation administration. Doctoraldegreeenrollment direction focuses on fiscal theory and policy, taxation theory and system, taxation planning and statistics, fiscal management and information quality.
Public finance (including taxation) undergraduate and graduate education aim tocultivate fiscal and taxation talents with Chinese national feelings, serving for thedevelopment of our country and the west region.In terms of curriculum structure, teaching content and innovative practice, a curriculum system is set up to meet the needs of compound talents, guiding students to pay attention to and study major national fiscal and taxation issues. Traditional majors integrate science and technology elements to highlight the interdisciplinary characteristics of the subject. With the help of the interdisciplinary advantages of Xi’an Jiaotong University, the major ofpublicfinance focuses on cultivating students’ mathematical analysis ability and training students practical ability with metalworking practice. Students’ awards in various competitions reflect the characteristics of interdisciplinary training talents. Carrying forward the spirit of movingto thewest, the department adheres to serving the west regions. Through relevant systems, students are guided to carry out special research, project design and production practice, to serve the western boom andtheBelt and Road construction. Professional core courses are: public economics,publicfinance, China’s fiscal history, government budget management, public debt, government procurement management, tax economics, China’s taxation system, international taxation, tax management and audit, tax planning, enterprise financial accounting, financial management, state-owned assets management, project evaluation and investment, administrative management, social security, etc.
The Department of Public Finance is also a member of theCommission ofTeachingInstruction of the Education Ministry, the Chinese Finance Society, China Taxation Society, China Society of International Taxation, National Institute of Finance Teaching and Research, China Law Society, etc. According to the University’s and School’s development requirements of the14th plan,the Departmentof Public Financewill adhere to the discipline construction,paying equal attention toresearch and teaching.The department will regardfaculty construction as key aim, formingteachingstaff withreasonable echelon andhigh academic level andmaintaining good internal and external communication mechanism.At the same time, the department will learn other university’sadvanced experience and practice, further enhancing theoverall research and teachingoffinancial discipline.By opening education,thedepartment willimprove comprehensive training and competitivenessoffinancial discipline.
